總統馬英九堅持朝野領袖會談不能預設前提，但民進黨前主席蔡英文繼黨主席蘇貞昌之後，也提出馬應先停建核四才有誠意的說法，「馬蔡會」可能因此落空。
蔡英文昨日呼籲各界共同支持國是會議的召開，也不排除為此與馬會面。蔡並列出「國防改革、解決核四爭議、形成年金改革共識、修改《公投法》、尋找台灣的經濟發展新模式、十二年國教順利進行」等議題。
民進黨祕書長林錫耀則重申黨主席蘇貞昌在立法院臨時會抗爭結束時的呼籲。
蘇貞昌認為，執政黨若想化解對立、朝向朝野合作的方向，第一步就是要先展現「誠意」，馬總統最重要的應該拿出他最大的智慧，先宣布停建核四，因為這是全民高度共識的一件事。
蘇貞昌表示，如果馬總統能夠宣布停建核四，相信後續社會對立情況一定可以減緩，並且將為朝野之間不管要合作或對話，創造更佳條件。民進黨期待馬總統、也要求馬能夠順應民意趕快停建核四。
蔡英文今日下午出席「想想論壇週年網聚」前受訪說，在國是會議需要大家共同支持的前提下，馬總統可以想一想，社會上已有多數共識的議題上，能趕快做出決定，例如核四議題可以先做停建決定，讓社會有信心；如果只是邀請在野領袖會談，這不是社會可以感受到的「誠意」。
對此，總統府發言人李佳霏表示，馬總統很願意在「不預設前提下」與蔡英文女士會談，就國是交換意見，這才是朝野會面最起碼的誠意，相信也是社會各界長久以來的期待。 (接下一頁)
